The University of Delhi is launching a new Scheme called the Competence Enhancement Scheme (CES) in its centennial year to make higher education more accessible, as envisaged under the New Education Policy 2020. The Scheme shall provide opportunities to people from all walks of life to enhance their knowledge/competence by registering for any one or two courses offered in a semester in the Colleges and Departments of the University. Such candidate shall get the flavour of studying in the University along with the regular students of such course(s) without having to enroll for a Programme of study.

The number of seats per course shall be a maximum of 10% of the class size of such course and shall be treated as supernumerary seats. Those who fulfill the eligibility criteria and pre-requisites, if any, of a course shall be eligible to apply. Registration to a course will be based on merit and shall be valid for a semester. A candidate may register for a maximum of two courses or eight credits in a semester. The mode of teaching and evaluation will be same as that of the regular students of such course. On successful completion of the course, a candidate shall be awarded a certificate and credits so earned shall be deposited in his/her Academic Bank of Credit. The University plans to roll out the Scheme in the first quarter of 2023.

University of Delhi, in its Centenary Year, is going to launch a unique scheme called the Competence Enhancement Scheme (CES). Along with implementing the National Education Policy 2020 (NEP) from the academic year 2022-23, the University will also launch the Competence Enhancement Scheme (CES) to fulfil the objectives of the NEP. This scheme has also got approval in the Academic Council Meeting of the University today. The scheme will be launched early next year (2023) as a part of the Centenary Celebrations of the University.

The Competition Enhancement Scheme is a scheme that gives an opportunity to individuals from different fields to study in DU to enhance their knowledge and understanding in any subject being taught at Delhi University. This scheme will also provide an opportunity to the students of other universities/institutions to study in some of the DU courses. The scheme is open for courses being run at undergraduate and postgraduate level.

Plan goals:

According to DU Vice Chancellor Prof. Yogesh Singh, the purpose of this scheme is to increase efficiency of individuals by providing them with new information. He said that under this scheme, entrepreneurs will be able to increase their business by acquiring new skills/technology. Likewise, the study of management courses will improve the managerial skills of the lower/middle level management personnel. Those who could not acquire the requisite qualification earlier due to socio-economic conditions or any shortage during that time, they will be able to fulfil their dreams of getting higher education from this scheme.

According to The Vice Chancellor, under this scheme, senior citizens would continue to play important roles by enhancing their qualifications/knowledge/skills. Traditional artisans, craftsmen or workers will improve their skills by learning to use latest technology/machines under this scheme and will upgrade themselves in using modern tools instead of traditional system. Learning with young and energetic students will instil confidence, enthusiasm and a sense of purpose in them. This scheme will lead to effective utilization of the resources of the University for the benefit of the people in a big way.

The objective of this scheme is also to increase the mobility of the students by giving opportunity to the students admitted in other Universities/Institutions to study one to two courses in a semester without enrolling in any course of DU. He said that the objective of this scheme is to enable the society at large to meet the ever-evolving needs of the business/workplace.

These will be the eligibility criteria:

DU Vice Chancellor Prof. Yogesh Singh said that any person who fulfils the specified minimum eligibility criteria and essential conditions, if any, for an existing course can register for that course. However, admission will be based on the availability of seats and on the basis of merit. The number of seats in a course available for this scheme will be up to a maximum of 10% of the total strength of the class in that course. There will be a supernumerary provision of these 10% seats in the course.

Registration and its validity for the course:

The registration for any course will be done on the basis of merit. A candidate who is already enrolled as a regular student or an employed personnel in any other University/Institution will have to take NOC from the parent University/Institution or his/her employer, as the case may be, and submit it at the time of registration in DU. The registration of candidates for the specific course will be valid for that semester only. Students who fail to pass/complete a course will have to re-register in the course if they want to earn credits from such course and obtain the relevant certificate. A candidate will be allowed to register for a maximum of two courses or eight credits in a semester. The teaching or instruction will be provided in the same mode and medium as available to the regular students and the evaluation pattern for these candidates will also be the same as that of the regular students.

Fees and Certificates:

The fee payable to the candidates who register for such course(s) shall be determined by the University from time to time in line with the operational and functional requirements. The candidates registered for 1-2 courses will be awarded a certificate after the completion of the course as per the prescribed norms of the University and his earned credit will be transferred to his/her account in the Academic Bank of Credit.

दिल्ली विश्वविद्यालय अपने शताब्दी वर्ष में कंपीटेंस इनहेंसमेंट स्कीम (सीईएस) नामक एक अनूठी योजना शुरू करने जा रहा है। विश्वविद्यालय द्वारा शैक्षणिक वर्ष 2022-23 से राष्ट्रीय शिक्षा नीति 2020 (एनईपी) को लागू करने के साथ ही इसके उद्देश्यों को पूरा करने के लिए कंपीटेंस इनहेंसमेंट स्कीम (सीईएस) का शुभारंभ भी किया जाएगा। विश्वविद्यालय की अकैडमैक कौंसिल की मीटिंग में इस योजना को मंजूरी मिल चुकी है। योजना का शुभारंभ शताब्दी समारोह के भाग के रूप में अगले वर्ष (2023) की शुरुआत में किया जाएगा।

गौरतलब है कि कंपीटेंस इनहेंसमेंट स्कीम एक ऐसी योजना है जो विभिन्न क्षेत्रों के व्यक्तियों को दिल्ली विश्वविद्यालय में पढ़ाए जा रहे किसी भी विषय में अपने ज्ञान और समझ को बढ़ाने के लिए डीयू में पढ़ने का अवसर देती है। यह योजना अन्य विश्वविद्यालयों/संस्थानों के विद्यार्थियों को भी डीयू के कुछ पाठ्यक्रमों में अध्ययन करने का अवसर प्रदान करेगी। यह योजना स्नातक और स्नातकोत्तर स्तर पर चलाए जा रहे पाठ्यक्रमों के लिए खुली है।

योजना के लक्ष्य:

डीयू कुलपति प्रो. योगेश सिंह के अनुसार इस योजना का उद्देश्य नई जानकारी के साथ दक्षता में वृद्धि करना है। उनका कहना है कि इस योजना के तहत उद्यमी नए कौशल/प्रौद्योगिकी अर्जित करके अपने व्यवसाय में वृद्धि कर सकेंगे। इसके तहत प्रबंधन पाठ्यक्रमों के अध्ययन से निम्न/मध्य स्तर के प्रबंधन कर्मियों के प्रबंधकीय कौशल में सुधार होगा। जो लोग सामाजिक-आर्थिक परिस्थितियों या तत्कालीन समय के दौरान किसी कमी के कारण पहले अपेक्षित योग्यता प्राप्त नहीं कर सके, वह इस योजना से उच्चतर शिक्षा प्राप्त करने के सपनों को पूरा कर सकेंगे।

कुलपति के अनुसार इस योजना के तहत वरिष्ठ नागरिक अपनी योग्यता/ज्ञान/कौशल में वृद्धि करके महत्वपूर्ण भूमिकाएं निभाने में सक्षम होंगे। पारंपरिक कारीगर, शिल्पकार अथवा श्रमिक इस योजना के तहत नवीनतम तकनीक/मशीन का उपयोग करना सीखकर अपने कौशल में सुधार करेंगे और पारंपरिक प्रणाली के बजाए आधुनिक उपकरणों का उपयोग करने में खुद को उन्नत करेंगे। युवा और ऊर्जावान विद्यार्थियों के साथ सीखने से उनमें आत्मविश्वास, उत्साह और प्रयोजन की भावना पैदा होगी। इस योजना से विश्वविद्यालय के संसाधनों का लोगों के लाभ के लिए व्यापक रूप से प्रभावी उपयोग होगा।

इस योजना का उद्देश्य अन्य विश्वविद्यालयों/संस्थानों में दाखिल विद्यार्थियों को डीयू के किसी पाठ्यक्रम में नामांकन किए बिना ही एक सेमेस्टर में एक से दो पाठ्यक्रमों का अध्ययन करने का अवसर देकर विद्यार्थियों की गतिशीलता में वृद्धि करना भी है। उन्होने कहा कि व्यवसाय/कार्यस्थल की लगातार उभरती जरूरतों का सामना करने के लिए बड़े पैमाने पर समाज को सक्षम बनाना भी इस योजना के उद्देश्यों में शामिल है।

ये होंगे पात्रता के मापदंड: डीयू कुलपति प्रो. योगेश सिंह के अनुसार ऐसा कोई भी व्यक्ति जो किसी मौजूदा पाठ्यक्रम के लिए निर्दिष्ट न्यूनतम पात्रता मापदंड और अनिवार्य शर्तें, यदि कोई हो, को पूरा करता है, उस पाठ्यक्रम के लिए पंजीकरण कर सकता है। हालांकि प्रवेश सीटों की उपलब्धता के अनुरूप और मेरिट के आधार पर ही होगा। इस योजना के लिए उपलब्ध पाठ्यक्रम में सीटों की संख्या उस पाठ्यक्रम की कक्षा की कुल संख्या का अधिकतम 10% तक होगी। पाठ्यक्रम में इन 10% सीटों का प्रावधान अलग से होगा।

पाठ्यक्रम के लिए पंजीकरण और वैधता:

किसी भी पाठ्यक्रम के लिए पंजीकरण योग्यता के आधार पर किया जाएगा। जो उम्मीदवार पहले से ही किसी अन्य विश्वविद्यालय/ संस्थान में नियमित छात्र या नियोजित कर्मचारी के रूप में नामांकित है, उसे मूल विश्वविद्यालय/ संस्थान या उसके नियोक्ता, जैसा भी मामला हो, से अनापत्ति प्रमाण पत्र लेकर डीयू में पंजीकरण के समय जमा करना होगा। विशिष्ट पाठ्यक्रम के लिए उम्मीदवारों का पंजीकरण केवल उसी सेमेस्टर के लिए मान्य होगा। जो विद्यार्थी किसी पाठ्यक्रम को उत्तीर्ण/पूरा करने में विफल रहते हैं, यदि वह ऐसे पाठ्यक्रम से क्रेडिट अर्जित करना चाहते हैं और संबंधित प्रमाणपत्र प्राप्त करना चाहते हैं, तो उन्हें पाठ्यक्रम में पुनः पंजीकरण करवाना होगा। एक उम्मीदवार को एक सेमेस्टर में अधिकतम दो पाठ्यक्रमों या आठ क्रेडिट के लिए ही पंजीकरण करने की अनुमति होगी। शिक्षण या निर्देश उसी मोड और माध्यम में प्रदान किए जाएंगे जैसे कि नियमित विद्यार्थियों के लिए उपलब्ध होंगे और इन उम्मीदवारों के लिए मूल्यांकन का तरीका भी नियमित विद्यार्थियों के समान ही होगा।

फीस और प्रमाणपत्र

ऐसे पाठ्यक्रम (पाठ्यक्रमों) में पंजीकरण करने वाले उम्मीदवारों के लिए देय शुल्क का निर्धारण, परिचालन और कार्यात्मक आवश्यकताओं के अनुरूप, विश्वविद्यालय द्वारा समयानुसार किया जाता रहेगा। 1-2 पाठ्यक्रमों के लिए पंजीकृत उम्मीदवार को विश्वविद्यालय के निर्धारित मापदंडों के अनुसार पाठ्यक्रम पूरा होने के बाद एक प्रमाण पत्र प्रदान किया जाएगा और उसके अर्जित क्रेडिट को अकैडमिक बैंक ऑफ क्रेडिट में उसके खाते में स्थानांतरित कर दिया जाएगा।
